Washington, D.C. - Today Representative Dina Titus (NV-01), Ranking Member of the House Transportation & Infrastructure Subcommittee on Economic Development, Public Buildings and Emergency Management, issued the following statement after the House passed three bipartisan measures she introduced.

“The House passed my legislation to improve FEMA’s disaster response, set expiration dates for federal agency projects, and increase accountability for the federal real estate portfolio. Taxpayer dollars must be spent responsibly to ensure the government is operating with transparency, fairness, and at its maximum capacity. I am committed to making the government work for the people of Southern Nevada by reducing wasteful spending and removing unnecessary bureaucratic processes,” said Rep. Titus.

Background

These measures would ensure more equitable responses to major disasters, provide more transparency of federal properties, and save taxpayer dollars. Rep. Titus led the following three bills:

H.R. 6249, the Think Differently About Emergencies Act directs the Federal Emergency Management Agency (FEMA) to identify needed improvements to the emergency management landscape to ensure that no one gets left behind in the wake of a major disaster. This bill was introduced by Rep. Titus and Rep. Marc Molinaro (R-NY). Rep. Titus serves as the Ranking Member of the subcommittee that oversees FEMA and is a co-founder of the Disaster Equity and Building Resilience Caucus.

H.R.6277, the FASTA Reform Act of 2023 makes improvements on the bipartisan and bicameral effort from the 114th Congress to sell unused government properties. Among proposed improvements, the bill extends the authorization of the Public Buildings Reform Board (PBRB) and requires Federal agencies to share their real property data and consolidation plans with the Board. The FASTA Reform Act was introduced by Rep. Titus and Rep. Scott Perry (R-PA).

H.R. 6316 sets a five-year expiration on Committee resolutions approving General Service Administration (GSA) construction, alteration, repair, design, or acquisition projects. If within five years of the passage of a resolution GSA has not executed the project, the authorization would be deemed expired. Rep. Titus was joined by Rep. Scott Perry in introducing this legislation.
