Rep. Titus Proposals Pass Through House Transportation and Infrastructure Committee

Representative Dina Titus of Nevada’s First Congressional District issued the following statement after joining her colleagues on the House Transportation and Infrastructure Committee to advance measures which will help communities mitigate, prepare for, and respond to disasters.

Washington, D.C. - Today Representative Dina Titus of Nevada’s First Congressional District issued the following statement after joining her colleagues on the House Transportation and Infrastructure Committee to advance measures which will help communities mitigate, prepare for, and respond to disasters.

“The impacts of global climate change are being felt with increasingly more dangerous and expensive storms, wildfires, floods, and other natural disasters. Already this year we’ve experienced eighteen separate climate and weather disasters costing $1 billion,” said Chair Titus. “The bills we moved forward today will invest in pre-disaster mitigation efforts and climate resiliency, speed the delivery of critical resources in the wake of a disaster, and cut through Washington red tape so communities can get back on their feet faster.”

The following bills led by Congresswoman Titus passed out of Committee:

  • H.R. 5673, the Safeguarding Tomorrow through Ongoing Risk Mitigation (STORM) Technical Corrections Act, passed the Committee by a vote of 60-2. This bill is sponsored by subcommittee Chair Dina Titus and cosponsored by Ranking Member Dan Webster. The STORM Act is a bipartisan and bicameral bill that created a hazard mitigation revolving loan fund that helps states and Tribal governments finance mitigation projects and makes several corrections to the resilience revolving loan fund program.
  • H.R. 5641, the Small Project Efficient and Effective Disaster (SPEED) Recovery Act, passed the Committee by voice vote. This bill is sponsored by Ranking Member Sam Graves and cosponsored by subcommittee Chair Dina Titus, Chairman Peter DeFazio, and subcommittee Ranking Member Dan Webster. The SPEED Act would streamline disaster recovery efforts by updating the threshold for what qualifies as a ‘small project’ under the Robert T. Stafford Disaster Relief and Emergency Assistance Act.
  • H.R. 5689, the Resilient Assistance for Mitigation for Environmentally Resilient Infrastructure and Construction by Americans (Resilient AMERICA) Act, passed the Committee by a vote of 63 -2. This bill is sponsored by Chairman Peter DeFazio and cosponsored by subcommittee Chair Dina Titus, Ranking Member Sam Graves, and subcommittee Ranking Member Dan Webster. The Resilient AMERICA Act would improve the provision of federal resources to help build capacity and fund risk-reducing, cost-effective mitigation projects for eligible state, local, Tribal, and territorial governments and certain private nonprofit organizations.
