Rep. Dina Titus End of Year Report Shows Major Results for Southern Nevada

Congresswoman Dina Titus (NV-01) today released an end of year report detailing her 2024 accomplishments on behalf of Nevada’s First District. 

“As the year and the 118th session of Congress come to a close, I am proud to look back upon my service to the people in Nevada’s First Congressional District. In Washington, D.C, and in my Las Vegas district office, we have sought to address their concerns and needs.

“I have introduced legislation to provide relief to renters in the district, help Southern Nevadans cope with the growing effects of extreme heat, and to help conserve our precious water resources. Additionally, I secured a record $23 million for community projects such as public safety upgrades for police departments, transportation and airport infrastructure improvements, and vital services for seniors. My office also returned $1,210,752 to constituents in social security, veterans, and tax benefits.

“It has been my privilege to serve the people of Congressional District 1 in 2024 and I look forward to working together with you in 2025 to improve our way of life in Southern Nevada.”

TOPLINES: In 2024, Congresswoman Titus secured record funding for District 1 for all 15 of her community project requests in the annual appropriations bill and had multiple bills of hers signed into law to combat human trafficking; curb the flow of fentanyl into the country; strengthen the rights of airline passengers with disabilities; improve the safety of our national airspace; enhance the use of drones for public safety; and to safely evacuate Afghans who bravely and dutifully served U.S. 

Congresswoman Titus took 419 votes, introduced 11 bills, co-sponsored 253 legislative items, returned over 14,215 messages from constituents, spoke on the floor of the U.S. House of Representatives 15 times, and attended dozens of committee hearings and caucus meetings. Additionally, Congresswoman Titus delivered over $531 million in federal grants for Nevada’s First District, closed 746 constituent cases, and returned $1,210,752 to taxpayers in Nevada’s First District. Finally, Congresswoman Titus and her staff attended 695 events and meetings around the district.

  • Secured a record $23 million for 15 community projects (second tranche) in District One to support the Las Vegas and Henderson Police Departments, transportation upgrades, water quality improvement, airport infrastructure, and services for seniors.
  • Secured $3.5 million in FY24 funding to implement her Visit America Act which was signed into law in 2022 creating an assistant secretary position within the Department of Commerce focused on bolstering the domestic travel and tourism industry.
  • Signed into Law: The IMPACTT Human Trafficking Act which Rep. Titus introduced to establish a Homeland Security Investigation’s (HSI) Victim Assistance Program to enhance the department’s ability to combat human trafficking and support victims.
  • Signed into Law: The END FENTANYL Act which Rep. Titus introduced to give U.S. Customs and Border Protection the tools they need to save lives and curb the flow of fentanyl into the country. 
  • Signed into Law: The FAA Reauthorization bill which includes multiple provisions authored by Rep. Titus to strengthen the rights of passengers with disabilities, set training standards for aviation workers who assist wheelchair users and stow mobility devices, improve air traffic controller staffing, enhance the use of drones by first responders for suppressing wildfires, and provide greater safety measures at large outdoor events. 
  • Signed into Law: The Coordinator for Afghan Relocation Efforts Authorization Act of 2024 to safely evacuate Afghans who bravely and dutifully served alongside U.S. servicemembers and diplomats as they face continued threats from the Taliban.
  • Signed into Law: The Transportation Security Screening Modernization Act which will streamline the process of applying for and renewing mandatory Transportation Security Administration (TSA) credentials by eliminating redundancy.
  • Sent to the President: The Water Resources Development Act which includes multiple provisions championed by Rep. Titus to protect critical water infrastructure, safeguard vulnerable ecosystems, and ensure Nevada continues to be a leader in water conservation.
  • Sent to the President: The first reauthorization of the Economic Development Administration (EDA) in twenty years which Rep. Titus negotiated as the Ranking Member of the Subcommittee on Economic Development, Public Buildings and Emergency Management. The package includes her bipartisan Water Conservation Economic Adjustment Act, as well as language allowing economic development grants to go towards projects that promote travel, tourism, and outdoor recreation.
  • Sent to the PresidentFour General Services Administration (GSA) proposals introduced by Rep. Titus to ensure the federal real estate portfolio reflects a responsible use of taxpayer dollars and remains accessible to all. 
  • House Passage: The DHS Special Events Program and Support Act which will improve Homeland Security’s ability to provide federal security and counterterrorism support for major sports and entertainment events in Las Vegas.
  • House Passage: The Disaster Management Modernization Act which will allow Nevada to put unused disaster recovery funds towards preparing for, recovering from, and mitigating the impacts of future disasters.
  • Committee Passage: The Extreme Weather and Heat Response Modernization Actto improve FEMA’s response to extreme heat and provide communities with more resources, including cooling centers, to keep people safe.
  • Committee Passage: The Stop Tax Penalties on American Hostages Act to prevent U.S. citizens who have been taken hostage or wrongfully detained abroad from incurring penalties for late tax payments while they were held.
  • Successfully protected U.S. Foreign Service Officers from receiving a 22% pay cut in the September 2024 short-term government funding plan. Rep. Titus led a bipartisan group of colleagues in advocating Congressional leadership to avert the pay cut. 

MAJOR BILLS INTRODUCED:

  • The Housing Vouchers Fairness Act to lower housing costs by increasing the number of vouchers allocated to states like Nevada. 
  • The bipartisan Water Conservation Economic Adjustment Act which would assist with water conservation efforts while diversifying economies in regions affected by drought and extreme heat.
  • The bipartisan Visa Improvement, Streamlined Investment, and Tourism Optimization Reform (VISITOR) Act to improve tourist visa processing capabilities at high-volume U.S. consulate posts which will provide economic benefits for Las Vegas.
  • The bipartisan AVERT Future Violence Act of 2024 to study the link between animal and domestic abuse, in order to help make informed legislative decisions improving public safety, decreasing incidents of domestic violence, and protecting animals. 
  • The bipartisan Azerbaijan Sanctions Review Act of 2024 to require the President to consider Magnitsky sanctions on high-level Azerbaijani officials who carried out the ethnic cleansing of Armenians from Artsakh and who continue to enforce repressive policies toward political opposition within Azerbaijan.
  • The bipartisan Coordinator for Afghan Relocation Efforts Authorization Act of 2024 to authorize a State Department office to coordinate the evacuation of U.S. citizens and Afghans who bravely and dutifully served alongside U.S. servicemembers and diplomats as they face continued threats from the Taliban.
  • The Humane Transport of Farmed Animals Act to improve the enforcement of existing animal welfare laws in order to protect farm animals transported domestically in the United States.
  • The Overseas Americans Financial Access Act to increase access to basic banking services for Americans who live overseas.
  • The Extreme Weather and Heat Response Modernization Act to empower FEMA to better address extreme heat and to provide communities with more resources, including cooling centers, to keep people safe during extreme heat events.
  • The Thermal Runaway Reduction Act to strengthen federal regulation of the transport of lithium ion batteries. Rep. Titus introduced this legislation following a fire involving six lithium-iron batteries on I-15 in late July that shut down the highway between Barstow and Las Vegas for two days. 
  • discharge petition to force the House to vote on Rep. Titus’s bipartisan Closing the Bump Stock Loophole Act which would codify a permanent ban, requiring bump stocks, like those used in the 1 October shooting, to be treated like machine guns and subjecting them to the strictest of prohibitions. So far, 153 of the necessary 218 Members have signed the petition. 

MAJOR EVENTS IN THE DISTRICT

Gun Violence Prevention Event with Vice President Harris – April 15, 2024

In April, Rep. Titus joined Vice President Harris for a discussion on the current gun violence epidemic and steps that are being taken to prevent future incidents. Among those steps is the 2022 enactment of the Bipartisan Safer Communities Act, legislation Rep. Titus voted for, which allowed the White House to issue regulations to expand background checks on gun purchases and to close the ‘gun-show loophole’ which has allowed the purchase of firearms, outside of brick-and-mortar stores, without background checks on the purchaser. 

Brightline West Groundbreaking – April 22, 2024

In April, Rep. Titus, alongside Secretary of Transportation Pete Buttigieg, participated in a groundbreaking ceremony for the Brightline West High-Speed Rail Project which will connect Southern California to Southern Nevada. Estimates show it will generate over $10 billion in economic activity, create more than 35,000 construction jobs, and reduce CO2 emissions by over 400,000 tons annually.

Having initially been appointed by Governor Bob Miller to the California-Nevada Super Speed Train Commission, Rep. Titus has played an integral role in previous decades to make this project possible. During House negotiations in 2021 on an infrastructure package, she was able to secure the inclusion of critical language allowing private companies, like Brightline, to partner with public entities when applying for funding through the Federal-State Partnership for Intercity Passenger Rail Program. The language was retained when the Bipartisan Infrastructure Law was signed by President Biden.

Rep. Titus also led the Nevada delegation calling on Secretary of Transportation Pete Buttigieg to fund the project, and celebrated Brightline’s agreement with the Southern Nevada Building Trades to ensure that the project would create good-paying union jobs. Following the completion last summer of all the necessary environmental reviews for the project, Rep. Titus called on the Surface Transportation Board (STB) to expedite consideration of Brightline’s petitions to begin construction.

Tour of Henderson Health and Wellness Center – May 20, 2024

Rep. Titus was joined by Henderson mayor Michelle Romero and Henderson Police Chief Hollie Chadwick for a tour of the City’s Health and Wellness Center for which she secured $782,000 for FY24 Community Project Funding.

Through the funding Rep. Titus championed, the City of Henderson will be able to implement a comprehensive Mental Health and Wellness program for law enforcement officers and police employees experiencing PTSD, depression, anxiety, and other mental health disorders. 

These funds will expand services for law enforcement officers and police employees who experience trauma in the line of duty through proactive interventions, including confidential services from mental health clinicians, peer support programs, and 24/7 wellness access at home.  

Tour of Henderson Executive Airport – May 31, 2024

Rep. Titus joined the Clark County Department of Aviation to discuss her role in crafting the FAA Reauthorization bill which was signed into law by President Biden, and securing funding she secured in the FY24 Appropriations bill.

As a senior member of the House Aviation Subcommittee, Rep. Titus played a major role in securing numerous provisions in the bill, including a nearly 20 percent increase in authorization levels for the Airport Improvement Program (AIP) which supports critical projects at Harry Reid International, Henderson Executive, and Boulder City Municipal airports in Nevada’s First Congressional District.

Additionally, Rep. Titus secured $2.2 million in FY24 Community Project Funding for remodeling and expanding the terminal at Henderson Executive Airport which will improve the airport’s capacity and energy efficiency.

Maryland Parkway Transit Groundbreaking – August 13, 2024

Rep. Titus welcomed Secretary of Transportation Pete Buttigieg to District One for the groundbreaking of the Maryland Parkway Bus Rapid Transit Project which was made possible by the nearly $150 million she helped secure through the Bipartisan Infrastructure Law. 

Maryland Parkway extends from the South Strip Transit Terminal to the Las Vegas Medical District. The corridor has approximately 63,000 residents, provides 109,000 jobs, and carries some 9,000 transit riders and 35,000 vehicles daily.

This funding will improve mobility and safety along the corridor for all users, including bicyclists and pedestrians, and it will be the first in the region with a dedicated fleet of zero-emission vehicles which will help protect the planet and public health. Furthermore, it is expected to support 1,100 local jobs and $33 million in local contracts for 18 local small businesses.

 

Prescription Drug Pricing Event with HHS Secretary Xavier Becerra – October 15, 2024

Rep. Titus was joined by U.S. Department of Health and Human Services (HHS) Secretary Xavier Becerra for a fireside chat at UNLV’s Osher Lifelong Learning Institute to discuss Democrats’ commitment to lowering prescription drug costs and preserving Medicare. 

In 2022, Rep. Titus proudly voted for the Inflation Reduction Act which included historic provisions to lower the cost of prescription drugs for seniors, including empowering Medicare to negotiate with drug companies, capping the cost of insulin for Medicare beneficiaries at $35, and capping out-of-pocket costs for prescription drugs at $2,000 annually.

Rep. Titus has previously hosted President Biden and conducted telephone townhalls to discuss the importance of lowering prescription drug prices. She has called on leadership to expand and build upon the health care savings afforded by the American Rescue Plan and Inflation Reduction Act.
